INLAND WETLANDS/CONSERVATION COMMISSION


Minutes                                   - 1 -                                 October 1, 2014

MEMBERS PRESENT:                Elizabeth Warren, Carol Heffler, Audrey Delnicki, John Blondin, Adam Reed, Barbara Kelly, Arthur Jennings

ALTERNATES PRESENT:     Jack Phillips for Joseph Durette

STAFF PRESENT:          Jeff Folger, Sr. Environmental Officer/Conservation Officer

THE FOLLOWING ARE MOTIONS MADE DURING THE REGULAR MEETING OF THE INLAND WETLANDS AGENCY/ CONSERVATION COMMISSION – MADDEN ROOM

Chairperson Warren called the meeting to order at 7:00 pm

PUBLIC PARTICIPATION:  none

PERMIT EXTENSIONS:  none
CORRESPONDENCE AND REPORTS:  Chair Warren confirmed that the Commissioners all received a copy of the memo sent to the Planning and Zoning Commission regarding the IWA/CC comments about the proposed Center Core Overly Zone and Center North Overlay Zone amendment.

BONDS:  none
MINUTES:  9/17/2014, approved by consensus

CONSERVATION COMMISSION:  Mr. Folger reported that the Town has acquired the 491 King Street pond/property and the Jones Farm property at 559 Avery Street via Open Space funding.

WETLAND OFFICER’S REPORT:  Mr. Folger stated that it is so dry due to lack of rain that professional soil scientists cannot even flag wetlands at this time.

PUBLIC HEARING:  none

NEW BUSINESS:
Appl. #14-49W – Town of South Windsor – Podunk River Bridge – Determination of significant activity - Inland Wetland/Conservation Commission application for approval of the re-construction of a road bridge located on the southern end of Main St., A-40 Residential Zone.

Mr. Folger presented the application to the Commission in order for them to determine the need for a public hearing.  Folger stated that the bridge will need to be torn down and totally rebuilt; and require an Army Corp of Engineers permit.

Motion to:  hold a public hearing at 7:10 pm on October 15, 2014 for Appl. #14-49W due to the potential for impact to a watercourse and the potential for public interest.

Seconded by:  Commissioner Blondin
The motion carried and the vote was unanimous.
